Alabama is one of three states where teacher ratings aren’t linked to student achievement. According to the National Council on Teacher Quality most states now require that teachers be evaluated, at least in part, on student test scores, according to a state-by-state analysis released Wednesday by the agency. Alabama, New Hampshire, and Texas are states who have policies on paper, in the form of waivers granted by the Education Department, but according to the council haven't implemented a teacher ratings-student performance system.
