Council President to Act as City Mayor

The Oxford City Council agrees to allow their Council President to act as mayor in place of ailing Mayor Leon Smith. The Council passed the mayor’s mayoral responsibilities to council president, Steven Waits, reportedly at Smith’s request. Officials say the request is prompted by Smith’s long-running health problems. Waits will now have the authority to sign contracts, manage personnel matters and fulfill other legal obligations. Waits says there will not be a lot of changes. Smith, an 8-term mayor, hasn't attended regular council meetings for a couple of years. Waits says he understands that his new duties are temporary.
