Foster Father Arrested on Sexual Abuse Charges

Rainbow City police arrest a foster father with connections to a network of foster homes. The man faces charges of sexual abuse of a minor. Rainbow City Police Chief Jonathon Horton says Donald Kelley turned himself in to the Etowah County Detention Center after he was charged with sodomy. 

 

The investigation began in November after the Calhoun County Department of Human Resources filed a report with Rainbow City police.
